The Department of Defense (DoD) has declared South Dakota a “Rising Fast” state in the average state share of DOD funding. States fell into four groups: rising fast, near or above threshold, middle, and lagging. South Dakota joins Arkansas, Idaho, Kentucky, Maine, Montana, Nebraska, Nevada, and North Dakota as rising fast states.
South Dakota is a Department of Defense Experimental Program to Stimulate Competitive Research (DEPSCoR) state. This infrastructure building program helps increase the number and quality of regular dod sponsored research projects at South Dakota universities. DEPSCoR concentrates on strengthening the research infrastructure in disciplines important to the US defense mission.

DEPSCoR Award Components
- The DEPSCoR program supports meritorious research to assist investigators in participating states to become more competitive for regular DOD research and training grants, as well as collaborative planning activities between DOD program and laboratory personnel and the DEPSCoR research communities. Specific award mechanisms include: 1) basic and applied research grants; 2) graduate traineeships; and 3) research instrumentation. The typical DEPSCoR research award is about $100,000 a year for three years
